∙ 11y agoThe votes cast for a particular candidate or for or against a particular ballot question are counted with respect to the total number of votes cast, not the total number of registered voters. Nobody can legally use the vote of a registered voter who does not vote.
However, if, for example, the voter turnout is only 20%, then it's as if everyone who voted that day had the voting power of five people, because 20% of the registered voters cast 100% of the votes counted that day (5 x 20% = 100%).
