Contrary to myth, rumor, and conspiracy theory, all evidence points to Osama bin Laden and his supporters, most of whom came from Saudi Arabia. There are some folks who continue to say it was an "inside job" (these people are called "9/11 Truthers"), but it's highly doubtful the Bush Administration planned it, and I say that as someone who was not a fan of that administration. Looking at the available facts, including materials we now have from the raid on Bin Laden's hiding place, it's very clear that this was an attack that was organized and carried out under the direction of Bin Laden and Al-Qaeda. The goal was to bring down the symbol of American business & capitalism (the Twin Towers, Wall Street) and to destroy the symbol of American governance (the White House). While doing considerable damage (and, more importantly, taking nearly three thousand innocent lives), the attacks did not destroy America as Bin Laden had hoped.
