This is confusing.....
The first official governor of James town is Sir Thomas West, 3rd Baron De La Warr.
First qualify what you mean by "Governor" usually a position appointed by the Charter or King.....John Smith was NOT technically a governor from the sources I've seen - they always refer to him as a leader. I have never seen him referrenced as a governor.
1st - George Percy (1909) - but there is nothing that formally appoints him Governor at that time....but he is referred to as president and governor in sources.
2nd - Sir Thomas Gates arrives in 1610 - he is said to be governor by some sources - but nothing official.
Finally, Thomas West, 3rd Baron De La Warr arrives with the official commission of governor arrives.
I am just as confused as you are - what do they want by the use of Governor?

Jamestown was founded in 1607 with 104 men sent to make a profit for the investors who sent them. Tobacco didn't show up until John Rolfe introduced it to the colony in 1610. Without tobacco the colony would have probably failed, but tobacco saved it because demand was so high. Not only was it used as snuff, being smoked, and with pipes but Jamestown used it as currency. It was grown in any space that could be found including the streets.
England sent settlers to the New World.
During that winter the English were afraid to leave the fort, due to a legitimate fear of being killed by the Powhatan Indians. As a result they ate anything they could: various animals, leather from their shoes and belts, and sometimes fellow settlers who had already died. By early 1610 most of the settlers, 80-90% according to William Strachey, had died due to starvation and disease. In May 1610, shipwrecked settlers who had been stranded in Bermuda finally arrived at Jamestown. Part of a fleet sent the previous fall, the survivors used two boats built on Bermuda to get to Jamestown. Sir Thomas Gates, the newly named governor, found Jamestown in shambles with the palisades of the fort torn down, gates off their hinges, and food stores running low. The decision was made to abandon the settlement. Less than a day after leaving, however, Gates and those with him, including the survivors of the "Starving Time," were met by news of an incoming fleet. The fleet was bringing the new governor for life, Lord Delaware. Gates and his party returned to Jamestown.

English settlers in the winter of 1610 were starving to death so they ran off to live with the Powhatan Indians to at least be fed. And when summer came by the governor of the colony sent a messenger to return the runaway English settlers back.

It wasn't a governor but the monarchy of Spain.
John Smith was sent from England to help save (rebuild) the James Town Colony. He sent more men to work and because of this, John Smith made Jamestown the First Successful colony.
to end the military rule.
It depends what you mean, there were 13 colonies... if you mean Jamestown, a company called Virginia Co. sent this colony, however Jamestown didn't have leadership until Captain John Smith
to vote and i think sent a letter
