He was look upon as an easy opponent for incumbent Louis Miriani… but received backing from the city's African-American community, causing a large upset. He was a popular mayor, most notably known for waling arm-in-arm with Martin Luther King Jr. down Woodward Avenue. He was overwhelmingly re-elected in 1965 and in 1966 elected to president of the Untied States Conference of Mayors and the National League of Cities. His popularity started to dwindle during the 1967 riots and later delcined running for a third term. He later ran for the office of Governor but did not make it past the primary.
