There was NO "longtime dictator of the Belgian Congo". -When Belgium gave the Congo independence in 1960 it ceased to be Belgian Congo and became Katanga in the south and Congo Republic in the north. - Soon after independence, Joseph Mobuto took over the whole country and renamed it Zaire. Mobuto may be the dictator you are thinking of.
