Sidney J. Catts (born July 31, 1863 in Pleasant Hill, Alabama; died March 9, 1936 in DeFuniak Springs, Florida) succeeded Park Trammell as the twenty-second Governor of Florida, serving between January 2, 1917 and January 4, 1921, including the whole of 1919.

At this time, Spain still officially controlled Florida. Their leader was King Ferdinand VII.

However, an agreement to cede Florida to the US was reached on February 22. The treaty would take several years to ratify and Florida would become the Florida Territory in 1822.

The President of the US in 1819 was James Monroe, the 5th President of the United States from 1817 March 4 to 1825 March 4.

James Monroe was President during the Florida cession. Spain ceded Florida to the United States, set out in the terms of the Adamsâ??Onís Treaty of 1819.
