It arose out of the clash of ideologies and interests of the two main winners of WW2 - the U.S. and the U.S.S.R. (and their allies in both cases). An important early incident that brought the tensions very close to the boil was the Soviet blockade of the three Western Sectors of Berlin, which started in June, 1948. Much to the suprise of Stalin, the West responded by flying in supplies. The Berlin Airlift continued till after the blockade was lifted in May, 1949.
The Cold War started when WWII was over, and the Soviet Union controled all of the countries that it freed during WWII. The U.S. was not in favor of this, especially scince the Soviet Union was communist. The U.S. spoke to them about this, and that is what started the Cold War. The Cold War was an arms race, a space race, and a spread of harsh words.

No individual or country started the Cold War.
It was opposing political views between the East and West after the second world war.
Both sides believed the other was bent on domination

USA and USSR "Responsibility" for the cold war, if that's an appropriate characterization, would have to be divided between the free, democratic nations of the world and the totalitarian, communist nations.

The Cold War emerged out of mutual distrust on both sides. In 1945, the Soviet Union now stood on military parity with the Western Allies as well as holding most of eastern Europe. The United States feared a potential Communist invasion into the West and Stalin feared the West invading the USSR as Hitler had done. The US using Atomic bombs at Hiroshima and Nagasaki are seen by some as the first volley in the Cold War while others see the emergence of the Iron Curtain by the new Warsaw Pact as the beginning. But both sides feared another war so soon after the end of the most costly war to date and wanted to curb any potential conflict however they could.

Josef Stalin-dictator of the the Soviet Union is responsible for starting the 'Cold War' at the end of World War Two.
It was specifically no one's fault. The united states and the soviet union had different points of view. The Soviet Union wanted Europe to become communist while the United States wanted it to be a democracy.
