Nelson Rockefeller was considered the leader of the Liberal Republican movement. Some people find this debatable, but I consider the former mayor of New York City Rudy Giuliani to be a liberal Republican.

Liberal Republicans would include Lincoln, Bush and McCain. Any person that believes it is the responsibility of the Federal Government to do more than allow for the commerce between States and the common Defense of those States could be considered a liberal. However, there are also more signs of 'liberal' Republicans, see below.

A 'liberal' Republican can refer to a few possible ideas:

  1. Liberal as in economically liberal and pro-market, which was true of many Republicans in the late-19th century and most modern Republicans.
  2. Liberal as in philosophically liberal, stemming from authors like Locke, Hobbes, and Hume, and believing in the sovereignty of people, natural rights, and necessity (but minimalism) of the government. The first two are true of most modern Republicans but the third is not.
  3. Liberal as in supporting welfare capitalism, which is debatable about modern Republicans. Some argue the Rockefeller Republicans fit this category.
  4. Liberal as in to the left of the common Republican platform, which many Republicans would arguably fit (e.g.) Mitt Romney).
