The Roman city-state was created with the unification of separate and independent settlements on the hills which were to become the seven hills of Rome (the Palatine, Capitoline, Caelian, Esquiline, Viminal, Quirinal and Aventine) under the rule of a king. This was achieved by Romulus, the founder of the city-state and its first king. The foundation of the city-state involved a fusion between Latins and the Sabines who lived on two of the hills (the Quirinal and Viminal)

The Romans were Latins. The foundation of Rome was said to have involved a fusion between Latins and some Sabines who lived no two of the Seven Hills of Rome. These Sabines became latinised.
