Well judging on name alone the greatest Egyptian ruler would have to be Ramesses II who was named Ramesses the Great. He built monumental buildings and made huge additions such as the hypostyle hall at Karnak temple where he crafted 122 closed bud papyrus columns and 12 colossal open bud papyrus columns.
However this could be down to opinion alone, but if its opinion you want, this is mine, and it is backed by hard facts too.
