The genocide began when President Juvénal Habyarimana of the MRND party was shot down in his plane and killed. Other (more extreme) elements of Habyarimana's party then took over the rule of the country, and organised and executed the genocide. Key figures include Habyarimana's wife Agathe, who was known to be involved with extreme figures (including her brothers) and was part of a group called akazu, who were key figures in the interim government which oversaw the genocidal massacres.

This is a very tricky question to answer as it is still part of hisorical debate. Though, I believe those with most political power, mainly Hutu, were the initial orchestrators. The political allies of President Habayarimana, and even his wife, went on the offensive after his death. They feared their own loss of power due to his death and negotiations between rivals to end political disputes in Rwanda, so they activated the murder of political enemies and members of the Tutsi tribe(as their main rival, the RPF, were a Tutsi dominated military force). The political leaders made scapegoats of the Tutsi and actively encouraged their murder by the setting up of Hutu militias, most prominently the Interahamwe, and spreading anti-Tuttsi Propaganda. Local administrators forced members of Hutu, through bribery,fear and threats, to slaughter their fellow countrymen, the Tutsi.
It is important to remember that though there was some racial tension between the two tribes, they had for decades co-existed and even intermarried, the racist element was something created by a manipulative and powereful political elite. It is also very important to bear in mind that not all Hutu took part, in fact most didn't and many saved the lives of numerous Tutsi.
To sum up, the perpertrators on the ground were militias created by the political elite and everyday members of the Hutu race/tribe forced to act in such a way. But the orchestrators and enacters of the genocide were the political allies of Habayarimana trying to maintain their power and status.
Though my opinion is only one interpretation, I believe it to be in line with current hisorical opinions of the genocide.
