ummm..... piplup? if it is an emrald, ruby, or sapphire version let me know. that is as weak of a cutter i know of. i used a cheat to get all sino pokemon that can learn cut. i used then all in battle against wild chimchar (shiny. hey, its DS action replay!) and i must admit, Lv. 50 piplup wif cut... sukz. Probably Rattata or Sunkern. Why you need a weak Cutting pokemon is beyond me... but anyways, Rattata and Sunkern suck pretty hard at attacking. Sunkern especially as cut is physical.
