T.S Eliot wrote poems in a book called "Old Possums Book of Pratical Cats" and Andrew llotd webber made it into a musical in 1981. However it was written in the 1930's.

Technically, it was T.S.Eliot. Go read his book Old Possom's Book of Practical Cats. That's where the musical came from. Although, Trevor Nunn, I believe it was, altered some of the words so it would fit and wrote some of the additional material like Memory. But still, it was T.S.Eliot who wrote the lyrics to pretty much all of it, including the songs of my two favorite cats(who I still can't decide between), Mistoffolees and Skimbleshanks...

Andrew Lloyd Webber. He also composed the music for The Phantom of the Opera, Joseph and the Amazing Technicolor Dreamcoat, and Jesus Christ Superstar, among others.

Gaston Leroux wrote the original book. The musical has music by Andrew Lloyd Webber and lyrics (libretto) by Charles Hart with additional lyrics by Richard Stilgoe.
