It might be because you have either selected Ultimate Safe Chat when creating your club penguin penguin, in which you can only speak the sentences in a list, or you might have entered a Safe Chat server. A Safe Chat server is that which has a speech bubble beside its name and it doesn't let you talk freely even if you have chosen unlimited chat.
How do you get message bar on club penguin?
well you have to manage your account by pressing the tool button down below the screen, but you will have to know the email that manages the penguin then you have to go to penguin settings, then click on standard safe chat instead of ultimate safe chat oh and some servers that have a chat bar next to them only allow ultimate safe chat without the bar hope this helps XD
