Your heater is causing a short in the system. Somewhere within the heating core, there is a crack, hole, or short that the GFI is picking up. It is kicking the power off because you could get seriously injured touching the water when the heater is shorting out.

A short somewhere in the system. Most likely the top heating element shorted out and caused the breaker to trip. The top element seems to go bad quicker for some reason. At least that has been my experience.
