It simply isn't going to work until that child has been taught first how to write, then how to read, then about the state of the country.

Computer literacy means that you're familiar with computers and aren't intimidated by the technology. A computer literate person knows how to send e-mail and how to surf the internet and doesn't have to ask somebody how to install a program.
