Most all animals react heavily on instinct, that is why they have been around so long, also many types of animals can not swim, that goes hand-in-hand with instinct, if an animal cannot swim, it will naturally be afraid of water to some extent, and try to avoid it, especially if in the form of a large enough body of water for the animal to fall into.

In my opinion, rats and mice are not animals that we should be afraid of. The media makes us think that they are dirty, disease infested animals, but that is just not true. They make great pets, though they have short lives. As for it being normal or not to be afraid of them, I think that people have preconceptions about those animals due to the media, and lots of people would not be afraid of them if they just took the chance to research the animals.
