Most all animals react heavily on instinct, that is why they have been around so long, also many types of animals can not swim, that goes hand-in-hand with instinct, if an animal cannot swim, it will naturally be afraid of water to some extent, and try to avoid it, especially if in the form of a large enough body of water for the animal to fall into.
Though there are also some animals that can't swim, but are perfectly fine with being around water, and some animals that can swim, but are afraid of water, for example, most all canines can swim, but many of them seem to hate water, so it can depend on exposure at a young age when the brain is developing, if a dog is never exposed to being bathed before its brain is done developing to all the situations it would expect to face, it may have a permanent fear of water.
