Simply put, carnivores are higher up on the food chain. So, there are naturally less because there is less food.

The "scientific" reason for this has to do with trophic levels. As the trophic level increases, energy is lost as biomass. Carnivores are in one of the top trophic levels because they are secondary or tertiary consumers. Herbivores are primary consumers. They feed directly from plants which there is a greater abundance of because they make their own food.
