Because the House was designed to be the people's representatives in the Federal Government. It is based on population, where more populous states have increased power. In the US Senate each State has equal representation.

This question is largely a matter of opinion but House members generally represent smaller constituencies. Senators represent entire states. Ergo there are 435 US Representatives divided by population of the states. There are 100 US Senators with two from each state without regard to population.

There are more members in the House of Representatives then in the Senate because the House of Representatives' members are proportional to the population of each state. The senate has two from each state and the House has however many reflect the number of citizens the state has. This is a result of the Connecticut Compromise, which combined the ideas of the Virginia plan and the New Jersey plan. The Virginia plan wanted representation in the legislature based on state population, but this gave larger populated states an advantage over those states with a smaller population. The New Jersey plan called equal representation in the legislature. So to compromise, Roger Sherman wrote the Connecticut Compromise which created a bicameral legislature with featuring a House of Representatives based on state population and a Senate based on equal representation. There are 435 members in the House and 50 in the Senate.

This is probably no longer true. It was the desire in the original design of the founders, particularly with the senators being appointed by the states and NOT elected by the people. The idea (now basically destroyed) was for the congresspersons to be more representative of constituencies of voters, and the the senate to be more like a house of elder statesmen, each concerned for the well-being of the nation as a whole, without any senator being beholden to any constituency of voters or to a particular industry or other interest in the state. This was part of the idea of different layers of representation, characteristic of republics. This is the way the founders envisioned a democratic republic. What we have now is an entire congress of people who can be and are bought regularly by big businesses and other interests.

The House is bigger because there can only be 2 senators from each of the 50 state, for a total of 100 senators. House seats are decided by population, so there can be more than 2 representatives for each state.
