Supervisors have access a tool called Batch Recategorization (aka "Batch Recat"), where you can recategorize a lot of questions at once.
There is currently a loophole with the Batch Recat tool that allows more than three categories to be added: If a question is already under 3 categories, and Batch Recat is used on the question, it is possible for it to be under 4 or more categories.
However, unless a supervisor is using the Batch Recat tool, only 3 categories are allowed per question.
