The simple reason is that when people are unable to explain something they make up a reason for it. Humans naturally want there to be a reason to everything. Since there are many things that couldn't be explained in there day there are many stories about them.

It makes the world seem to make more sense. It just doesn't feel *right* or *balanced* that such a nonentity as Oswald could kill JFK, for example, so people have tried for decades to come up with proof JFK was killed by a Vast Conspiracy. They've had no luck, because that isn't true. It actually was Oswald, and no one else. If there had been a Grassy Knoll gunman, he missed. But there is no reason to think there was one.
