They have to set the limit somewhere. Maybe they think you have to have one year of practice at being a teenager. And even at 14 you have to get a work permit and you are very limited as to the number of hours you can work as well as what jobs you are allowed to hold.
Normally, the laws of most countries in the world declare that the minimal age to work, legally is 15 (or 16), so that's why a 14 yrs old and younger can't get a job
