Earthquakes, like the weather, are the result of many factors that can interact in any number of different ways. These include the varied movements of the crust and the magma beneath it, the variations in the type of rock, and the separation of plates and faults that cannot be directly observed. Some faults will remain stable for hundreds of years, and the exact amount of strain that builds up is very difficult to accurately measure. The rock movements that result in surface quakes can occur at various depths, complicating the forecast of what movements will follow.

The difficulty is that a seismogram ( device used to locate earthquakes) are not stationed right at an earthquake. Thus they have to use three of these devices and find the extinction of the P and S waves. then they draw circles to the diameter of the waves. Lastly they would find wear the circles meet. This gives the a "ballpark" estimate of the location of the epicenter of an earthquake.

I think its because every earthquake can be different sizes and things, while it can happen anytime. It can happen so fast you wont even see it coming.

because there is no way for us to actually see them. we have to predict past movements based on modern day formations. everything is very theoretical.

Because we cant get deep enough into the Earth to see what happens before anearthquake/tsunami happens, therefore we cant predict when its coming.
