The theory: By extending the Daylight Saving Time it would save energy. Most people agree that the amount of energy being expended to adjust to this change this year has far outweighed any theoretical energy savings. In future years this may start to balance out. The Secretary of Energy will report the impact of this change to Congress. Congress retains the right to resume the 2005 Daylight Saving Time schedule once the Department of Energy study is complete.

Because they were trying to save energy by extending daylight saving time. However, I don't think it makes a difference in how much energy people use, except maybe in the summer because many more people are awake from 8-9 pm than from 4-5 am, and they enjoy staying outside on warm summer evenings. But they really should revert back to the old dates for DST so that people don't have to drag themselves out of bed for work or school while it is still pitch dark outside!!

The change was made by Bush II and was a measure to save as much as 100,000 barrels of oil a day by turning lights on later in the day as well as allow people more time for recreation. Farmers also have more time after their day jobs to do additional work around the farm.

The "for and against" lobbies have a perpetual tug-of-war, with one wanting none at all and the other wanting it full time. The only good reason for change would be to move the start and finish to the Sunday before or after the actual Equinox. After-all it's never a good idea to change on a week day. It's part of the North South conflict as well, the very origin of DST. On the Equator darkness crashes down in seconds while at the other extremes the transition dithers around with no-one quite sure of the time of day let alone the season.

But this is not the worst of the chronological asymmetry. Worse is that these changes are triggered by recognised seasonal beginnings that are themselves in error. For example, the end of Summer and the end of Autumn should be equally distributed six weeks on each side of the Equinox. In Australia the change of seasons are distributed approximately 2 weeks before and 10 weeks after the Equinox. A change from a distribution of 6:6 to one of 2:10 is a major variation that has an impart on the distribution of chosen DST thresholds.
