The President sent diplomats to England to work out a peaceful solution. When this effort appeared to fail, Madison asked Congress to declare war on England for their unlawful attack and seizure of United States ships and sailors. This war is known as the War of 1812.
The 3 main causes for the War of 1812, included:
(1) British impressment of American seamen and seizure of goods in international waters.
(2) Indian unrest, encouraged by and exploited by Britain, which had never totally abandoned its forts in the US Northwest, contrary to the peace treaty that ended the American Revolution.
(3) Rise of such "War Hawks" as John C. Calhoun and Henry Clay, who saw in war the opportunity to seize Canada.
Since Madison could not work out any kind of agreement with Great Britain, he eventually agreed to request a declaration for war.

James Madison was President when the War of 1812 was fought. He was not a leader among the War Hawks who favored war but eventually he came to agree with them that war was inevitable and he did ask Congress to declare war on Britain.
First, only Congress can delcare war. The President can ask for a declaration of war from Congress. The first President was James Madison. He was president at the start of the War of 1812

A US President does not have the right to declare war. The most he/she can do in that respect is to request a declaration of war from Congress, to legally persuade members of Congress to vote for the declaration, and to request others to legally persuade members of Congress to vote for the decalration. Congress did vote in favor of the declaration of war, but it was by the smallest margin of any declaration of war in US history.
