In 1904, Roosevelt who had already served almost two full terms, having finished McKinley's term, declined to run again and so supported Taft for President. By 1912, he had changed his mind about running for another term and about supporting Taft's policies. The Republican party gave the nomination to Taft for a second term, so Roosevelt decided to run as a third party candidate.

During the election of 1913, the voting percentage could basically be split half and half between the Republicans and Democrats. The Democrats chose Woodrow Wilson as their nominee. The Republican party; however, was split between William Taft and Theodore Roosevelt. The split meant that the Republican percentage of the vote was split between the two candidates rather than being united behind one. Because of this, Woodrow Wilson won with only 41% of the national vote.
