Sometimes the help they needed was the removal of certain trade restrictions and they also needed labor to get the colony in a position where they were self sufficient. That meant that the labor had to have qualification in areas where they were desperate for help. Some examples:

England would sell colonists glass with an attached high mark-up well beyond the cost of transportation and they would add a stamp tax on all imported glass to pay for the Navy and troops involved in safeguarding the colony. Certainly it sounded fair to glass makers in England. But a better quality and cheaper Dutch product was denied a market for their window panes. Further, glass makers were forbidden to join the colony where ample clean sands and lime plus ample cheap wood to keep the pots at a full boil was virtually free.

Sheep and wool was a protected industry in England. Only wethers (castrated males) could be exported to a colony and their wool could only be sold back to their looms for further value added processing into thread and yarn in England. A viable industry was denied a chance to exist in the new world without a breeding population but that seemed more than OK to owners of looms in England. The cure to that problem was to smuggle in ewes and rams from Spanish colonies and to thumb your nose at the King and Parliament.
