This question is too general, not enough detail to determine the cause. internet running slow defend on a number of issues, for example, you didn't pay enough bandwidth with your IP provider, or too many people using the same share network (like in a corporation environment...), or your CP is full of junks (cookies, temporary files...)

The fact that your other laptop can connect to wifi is irrelevant to whether or not you have disabled wifi on the laptop that is reporting that wifi is disabled. Go into your settings and make sure you haven't inadvertently turned it off.
