The Ghost of Christmas Past visits Scrooge, because it uses Scrooge's very own painful memories against him, as a kind of a way to show him what poor people suffered in the time of the story. It wants him to become a good person.

He points out that the visions Scrooge sees are of his own past and that there were good and bad time. He cannot forget the bad times but he can remember how he felt and how he now acts in a similar way to those who caused Scrooge pain. He too should see the good times and emulate those to allow others to have these, if only from small but notable deeds , here the ghost cites the Christmas party thrown by Mr Fezziwig each year for his employees that cost little but meant a lot to the employees

The Ghost of Christmas Past did affect Scrooge, but possibly not as much as The Ghost of Christmas Present and The Ghost of Christmas Future. The Ghost of Christmas Past served to remind Scrooge of things he possibly had forgotten.
