The main goal of the attack was to sink the aircraft carriers and battleships, then the US Navy would not have the ships to fight them. The Japenese believed that the US would sue for peace. The Japanese were fighting Manchuria. Roosevelt had sent the seventh fleet to blocade Japan's oil suppy from Indonesia. The Japanese sent negotiators to Washington to ask that Roosevelt remove the Seventh Fleet but he would not so the Japanese bombed Pearl Harbor knowing that the seventh fleet would leave their blocade and rally to Hawaii's defense.

The Japanese attacked Pearl Harbor because the US was interfering with Japan's access to oil in East Asia. They did not fully understand that the US would declare war on Japan and defeat them.
