Why else? They started the SPCA as a shelter for abused, malnourished, emaciated, abandoned etc animals that needed a home besides the 'Local Shelter'. Most times, this is the 'Local Shelter' but where else would the animal stay?

In other words, so animals don't wander the streets.

The RSPCA was formed in 1824 by a group of men in a London Cafè. It was actually known as the SPCA (Society for the Prevention of Cruelty to Animals) then and gained Royal Patronage and permission to use the Royal R in its name by Queen Victoria in 1840. It originally focused its work on the health and welfare of the Pit Ponies that were used in British coal mines. It followed on to safeguard the well-being and protection of Service Animals enlisted in the British and Commonwealth Allied forces during both World wars.

It is one of the largest charities in the UK and is the oldest and largest animal welfare organisation in the world. It was officially started in 1824.

In 2009 the RSPCA investigated 141,280 cruelty complaints; and collected and rescued 135,293 animals. It is the oldest and largest animal welfare organization in the world and is one of the largest charities in the UK.

Because In The 19Th Century People Were Really Really Cruel And The Animals Where Ending Up On The Streets And It Wasn't Good And The Government Got Fed Up So They Made The RSPCA.
They built it in 1824 because they noticed that animals were being left homeless or treated cruely. RSPCA stands for the ROYAL SOCIETY for the PREVENTION of CRUELTY to ANIMALS.
