There could be any number of reasons. One is that the EU requires the member countries to follow specific rules and guidelines. Russia may not want to be subjected to these rules. They may wish to continue to levy taxes on certain imports and exports to protect their own industries.

I think it is likely that if Russia ever wished to join (highly unlikely as it is) it would either have to abandon its common economic agenda with the CIS states of Belarus, Kazakhstan and Ukraine (if Ukraine does not abandon Russia first) or integrate all these countries at the same point in time. Meaning that as they cannot join seperatly they would all be forced to join together or not at all. Russia is also too big and does not want all it's laws and actions to be approved by Brussels

A country must first ask to become a member then meet the E U standards of economical systems.Russia has not asked to do so.As for the E U roll in Russia little or none they have agreements for natural gas and some economic links like say Canada and the United States but are not linked politically in any way.Just as Canada and the U.S. have very different laws and political systems on most things.

Russia is not a member of the European Union for many reasons, however, Russia and the EU are very close trading partners. Russia and many members of the EU have been feuding especially since the creation of the Soviet Union. Russia does not see it necessary to join the EU anytime in the near future, however, Russia is expected to eventually join the EU. Russia has been showing improvement in its Western relations, as its currently in the process of joining NATO, for example. The EU has expressed that Russia must first work with NATO and then the European Union.

So far Moldova hasn't had the chance to join the EU.

Moldova has applied to join the EU. Currently it is classified as an official applicant country and negotiations for it joining are taking place. These could take a number of years, and no date for Moldova joining the EU has been set.

Many countries are not part of it. It is an organisation that countries apply to join. Less than half of Europe's countries are members. Russia is one of the countries that is not a member.
