After being neutered dogs will sometimes have weakened bladders due to the the placement of the surgery, this is similar to humans also. Another thing could be a UTI In which case you will need to see a Vet. If the problem persists a Vet should definitely be seen, but this may pass as his wound heals and his bladder strengthens.

If it is just after the surgery it could be because she is tender and sore around her abdomen which might be putting her off urinating or defecating as it could cause some discomfort.

If dogs are spayed before their first season they may end up being incontinent later in life as oestrogen (the main female sex hormone) is needed for good sphincter tone. When oestrogen is low (after spaying) the tone of the sphincter is reduced which can allow leakage of urine.

There are synthetic oestrogen products availble (Incurin and propylin syrup) that can aid urinary incontinence in some cases.

If she/he was ready to breed while being spayed then they won't be peeing as much as when they were ready to breed. Although if you haven't noticed them peeing for a week or so then it is importent you take them straight to the vet when you get a chance. ;)

If it is still a puppy (under 2 years old), they sometimes forget and make mistakes. Also, if old urine stains are still in the carpet, they will tend to think it's ok to go there again.

They've been placed under general anesthesia for the procedure and may have leaked some urine onto themeselves either during the procedure or while recovering post-operatively.
