They don't moo just to annoy you. Unless you get annoyed easily and you are the one who is finding their bawling irksome (no offense of course...). There are several reasons why cattle will moo consistently:

  • They are hungry
  • They have just been weaned from their calves and their calves from them
  • They have just been put in a new pasture and are separated from their calves and are mooing to each other to meet up again.
  • They are about to be fed.
