Dogs enjoy sticking their heads out of the windows of moving cars because it allows them to get a view of the outside while cooling off. The sound of blowing into their ears, however, irritates them like humans are irritated by nails scratching a chalkboard.

Because it's annoying, makes them feel like they're being attacked, and your breath probably stinks to them. For comparison, you wouldn't want someone eat a garlic sandwich then blow in your face. It could be related to their keen hearing as well. You blowing in their face could sound really uncomfortable to them. They can hear frequencies that we cannot hear.

As for dog's that don't like air on any part of their body, it could just be unfamiliar, cause itching, or make them feel threatened.

Their ear drums are very close to the surface of their head and can hear things better than us
