Depending on the dog and it's opinon of you, dogs sometimes pee when you talk to them or approach them. To you, this seems really strange, but to the dog it's a submissive gesture. Instead of rolling over (some dogs really hate that), they urinate. If it does urinate, it probably views that person as an alpha, or is otherwise respectful of the person.

Your dog is excessively afraid of strangers. It might benefit from meeting more people, preferrably in an outdoor environment where the pee is not as much of a problem. It is also possible to take a dog to see a dog psychologist, although that may be more expensive than you would want.

dogs sniff people to become acquainted with them, one sniff can tell a dog a lot about the person that the dog sniffs.
