Squirrels will twitch their tail for many different reasons. They twitch their tails when they are scared, mad, uneasy, or a predator is in the area. Twitching their tails is also another way for them to get a message to the other squirrels that there is danger in the area.

Rats are ground dwellers and don't do what squirrels do; which is jump from tree to tree. Squirrels need the extra stability that having a fluffy tail gives them during "flight" in mid-air when they jump from branch to branch.

If you are seeing squirrels without tails, you will probably also start seeing ones with stubs of fluff, and just slightly less long and fluffy tails than usual. Sometimes the genetics improves with succeeding generations.

You have to look at the tail. Squirrels have bushy tails. mouses have thin tails.
squirrels, skunks, certain dogs,etc. have long bushy tails. this is mainly for grip on trees and protection from diseases an other problems.

They do that when stressed - to mimic the sound of a rattlesnake - since they are both found in the same areas of the US !

No, they can be pulled of but the squirrel will probably bite you before then, or the tail can be cut off which I highly recommend not doing.
