Because an active, physically fit person gnerally has a heart that does not have to work as hard (slower) as someone who is not in as good a shape and the heart has to pump, or work, harder to get the blood circulating. probably thelungs are in much better shape in the physically fit person and since the lungs and the heart interact, the lungs help the heart not work as hard.

When you're resting, your muscles aren't doing much.

They don't need as much oxygen as when you're exercising.

Blood is how your body moves oxygen around.

The heart pumps the blood around.

Thus, it makes sense that when you're exercising, and your muscles need more blood, your heart has to work harder (i.e. pump harder and faster) in order to deliver more oxygen to the muscles that want it.

The difference in the heart rate between unfit and fit peoples body is because of the body fat. In unfit people, there is more body fat and more space in the body, which makes the heart have to work faster to get to all the ends of the body in the same amount of time. A fit person has less body fat and less body space, making the heart not have to work as hard to pump blood to every corner

people who exercise more give themselves a stronger heart which means it has a better stroke volume and so needs a lower bpm to achieve the sameas someone who is inactive.
