First, "Gypsies" prefer to be called Roma. But this is an interesting question, and one in which Roma are similar to a number of other marginalized groups in society. Certain ethnic or cultural groups that have suffered extreme amounts of discrimination (as the Roma have in numerous European countries) often withdraw and set up their own society, with their own norms. For example, according to sociologists who have studied them, getting a formal education is not generally a norm among the Roma, who believe that survival skills are more important. Early marriage is another norm: women are expected to be virgins when they marry, and it is a society where gender roles are very traditional. Men rule, and women are expected to focus on having children.

It has been suggested by advocates for the Roma that part of the problem is the negative myths and stereotypes about "Gypsies"-- who are equated with thievery and dishonesty. While it is certainly true that some Roma do survive in this way, these stereotypes and low expectations have become a self-fulfilling prophecy in a number of countries. When "Gypsies" are excluded from schools and relegated to the margins of society, norms like not getting educated or marrying off girls in their early teens will continue, leading to further problems and little hope of change.
