When you're tacking up a horse it means your putting all the equipment on the horse. Tack is saddles,bridles and other equipment used to control the horse while riding... you wouldn't ride bareback with no bridle would you?
horses roll with saddles on because they are either uncomfy or hot or just want to roll. my best guess would be because they are uncomfy i am a horse trainer/owner i know these things from experience

If the horse is clipped you can lay a quarter sheet or cooler over the horses hindquarters while you tack up. If the horse is not clipped then it most likely is not cold while tacking up.

You could help someone else groom or tack up their horse or if you own one you can groom that one

Before I ride I try to stretch out my legs and my back. I like to be loose when I ride and be relaxed. Once I get on the horse and am walking it around then I do BIG arm swings and ankle rolls. Also, use a loose reign to let the horse open up with you!!!
When you tack up, its mostly the same as if you were tacking up your horse any day. Start by grooming, then the saddle pad, then the saddle or show saddle. then, put on the bridle or show bridle, and then your all set. To mount, put your left leg in the sturrup, face the rear end of your horse, and carefully swing your right leg over his hind quarters, and sit deep in the saddle. pick up your reins, sit up, heels down, and enjoy the ride!

They have saddles? If they do, you don't need one to ride your horse. You have to wait until it has two hearts before you can ride it (plus it has to be an adult). I never encountered a saddle. ,':|
Groom the horse and make sure all dirt clumps are removed, clean any rocks out of the horse's hooves, then tack it up. Then adjust your stirrups and go to the place where you intend to ride. Once there tighten the girth once more in case you horse has held his breath when you did it the first time, find a mounting block if you need one, and get on. Also, if you use Chicago screws on your bridle make sure that they are tight.
