W only live on the top layer because we werent placed on the earth any lower and it is way to difficult to dig that deep when we are perfectly fine where we are.
Humans only live in a small band on the surface of the Earth because it is the most hospitable area to live in. You can't go too deep into the ground because the it getts hotter and hotter (that's why volcanic eruptions are hot). You can't go too far underwater because the pressure will crush you (that's why we need submarines). You can't go too high because eventually there is not enough air to breathe (that's why mountaineers on Everest use oxygen tanks)
