Police have the legal authority to use power or force when threatened with boidily harm, protecting the public from an aggressor or even protecting a person from him or herself. Police are trained and mandated to use just enough force to subdue and contain a suspect. Eccessive force comes in when greater force than is necessary to control and contain is used. Jusification depends on your point of view and those of the public or legal review board. For example, some think capital punishmend is unjustified under any cercumstances, but when those same thinkers are the victims of a terrible crime, their views usually changes.

Police brutality stems from anger. Sometimes its because police want revenge for a particularly heinour act or crime, and other times its because police want to inflict their own justice for a certain crime.

Generally the use of a taser is reserved for combative and non-compliant people. It's used to subdue them without causing major injury or death (from using a service weapon). However, the adverse effects, over use, and improper use are leading some states to ban the use of the electrical stunning device due to public safety and health risks. The barbs that penetrate the flesh can deliver a strong enough current to cause cardiac arrest and arrhythmia, thus a non lethal weapon can become lethal.

Excessive force is never allowed under any circumstances, that's why it's called excessive force. It means that an offer used his/her powers and equipment outside their normal limits and either caused harm or injury to someone, or damage to personal and private properly while not acting in accordance to his/her duties.

I.e. A Police Officer pulls you over and states that you're under arrest for an outstanding warrant. You believe the officer has made a grave mistake and you're subsequently placed in handcuffs. After being lawfully arrested but before being put into the patrol car you tell the Officer you're going to file a formal complaint against the arresting officer. At this moment the Police Officer pulls out his pepper spray and maces you, though you were cooperative and physically compliant with his orders.
