Simply because most of the food they eat (berries, seeds etc) is either covered by a deep layer of snow - or is simply not available due to the plants being dormant. It's pointless 'running around wasting energy' - when there's no reliable food sources to replenish the energy lost.

Once upon a time, some ancestor of the squirrel climbed a tree and escaped a predator. Since then, squirrels have evolved so that they are very good climbers, and are good at living in trees. There are also ground-squirrels and other ground-dwelling rodents that are kin to the tree-dwelling squirrels.

Not all squirrels live at the top of trees. Most of them create a nest inside a hollow part, inside the tree. But they run to trees and treetops to avoid predators on the ground. In my yard, bluejays compete with the squirrels for territory in trees; the squirrels chatter endlessly, while the bluejays screech while they 'dive bomb' the tree. It makes for an interesting scene every spring.
