The top of the foot has a nerve/muscle attached to the foot bones to flex the foot. You notice a slight slope dropping down to the outside of either foot from the nerve/muscle top. When you wear your shoes, no matter how tight you lace your shoes, the flexing of the foot causes the shoe tongue to "slide down", angling the tongue to the outside of the shoe.

Many athletic shoes offer a loop on the middle-top of the tongue which is meant to be laced through in order to keep the tongue in place. You will find this on most decent athletic shoes like New Balance, Saucony, Brooks, Adidas or Nike.
Also, many times this annoyance can be exacerbated by low/falling-arches, and while your foot/ankle tips to the medial (inside) side, the tongue will slide in the opposite direction.
One remedy might be getting a more supportive or higher arch. Investing in some insoles/orthotics and/or shoes with pronation-control or motion-control can help tremendously.

there not slow at all infact they can be pretty fast if they have to be....what you might think is slow is because there doing a little (what i like to call) "leaf dance" where they move back and forth slowly moving forward to apear like a branch in the wind to avoid being seen by predators or whatever.
unlace it, pull out the tongues, if its warm enough outside; place in direct sunlight, if its cold outside place over heater vent. use a hairdryer if you can't wait. also i throw my tennis shoes in the washer on delicate every now and then that usually makes them smell good but make sure you pre-scrub any dirt or mud off first
