The verse cited above is Deuteronomy 22:5. It doesn't answer the question of why women wear skirts; it only suggests a reason why Christian men shouldn't wear skirts (kilts don't count, I guess) given that women do wear skirts.
Deuteronomy is in the Old Testament. We have three legitimate options regarding the OT. 1: embrace it in its entirety (stoning, cutting off hands, etc). 2: embrace Christ in place of the OT (Romans 10:4, Galatians 3:24-25, and clearly in John 14:6). 3: rewrite the OT so that we can fully embrace it without burdening ourselves with the obviously unacceptable parts. Selectively reading the OT to support certain viewpoints (the Westboro Church's "God hates gays" rhetoric, for example) is not only morally bankrupt and ethically despicable, but it's also a slippery slope. Nobody who claims to be a child of God, and believes that God himself inspired the Bible, has the authority to say "This chapter/verse is key, and that one is not." So where is the line to be drawn, between what is required and what is not? If you believe in the divine inspiration of the Bible, and that Christ was the son of God, then you regard the OT as a history lesson but you don't let it run your life. You live and breathe the New Testament, because it's clear in the text of the Bible that the NT takes precedence over the OT, and that in fact the law of the OT does not bind us following the arrival of Christ. If you're holding people accountable for parts of the OT, but not all of it, then you're misreading your Bible. Stop worrying about rules, and just focus on Him... and getting the beam out of your own eye (Luke 6:42). Have a nice day.
