I was told I get them because my hair is so fine and it can't break its way through the skin again. Try exfoliating regularly. I found using Toner good but get the cheapest nastiest you can get as in Astringent - alcohol based. There is a product in Australia called Ingrow Go that is brilliant.

1. Primarily from shaving or removing the hair so that some of the follicle remains beneath the skin surface. The application of too much force with a razor can contribute to hair that is cut shorter than the surrounding dermis.
2. From wearing tight fitting clothing that constricts the proper growth of hair.
