There are two rational explanations. 1) The Evolutionary Theory... They are a remnant left over from our ape like ancestors. The purpose of the hairs would have been to stop insects from gaining entry to the anus while we were sleeping etc. 2) The Creationist Theory... If God did create man then he also created those hairs, so you'd therefore have to consider the possiblity that God simply has a warped sense of humour.
