It is mainly because of the cold weather in the winter but it could be if you have been licking your lips for a long time. The sliver soaks into your lips and evaporates all of the moist in your lips. This makes your lips all dry.

Lips can get dry in cold weather or lack of hydration. Also, they can get really dry and peel if you constantly lick them. (licking your lips sucks up moisture.)

Try and avoid licking your lips all the time. Carry hydrating chapstick with you all the time. Apply for extra moisture. Put on especially in winter. Also, lips can get sunburnt so buy a chapstick that has SPF in it.

All areas of the body can get dry on occasion but lips are particularly vulnerable because,unlike other areas of skin they do not have oil and sweat glands to keep things moist lips create problems when you can't trap enough moisture and keep it there so they get dried out.
