It is mainly because of the cold weather in the winter but it could be if you have been licking your lips for a long time. The sliver soaks into your lips and evaporates all of the moist in your lips. This makes your lips all dry.

Try and avoid licking your lips all the time. Carry hydrating chapstick with you all the time. Apply for extra moisture. Put on especially in winter. Also, lips can get sunburnt so buy a chapstick that has SPF in it.

Im sure it is fine. You might have chapped lips because the lip rings are keeping the moisture from getting to your lips. When i got my lip ring my lips got slightly chapped also but make sure you do not put anything on your lips to heal the chapness. This might cause infection in the lip rings. If your lips get TOO chapped you might want to call the peircer and ask about it.
