He has been told that Juliet died from grief at the death of Tybalt, and so, as Juliet's official fiancé, it is his job to be angry with Romeo on Juliet's behalf. This is what he says: "This is that banish'd haughty Montague that murder'd my love's cousin, with which grief it is supposed the fair creature died, and here is come to do some villainous shame to the dead bodies. I will apprehend him." What an enormous twit! Every opinion he holds and everything he does is stupid and wrong.
