Romeo has been banished from Verona on pain of death. Paris is making a citizen's arrest. But more than that, Paris is a dimwit who believes without question everything he is told. He has been told that Juliet died from grief at the death of Tybalt, and so, as Juliet's official fiancé, it is his job to be angry with Romeo on Juliet's behalf. This is what he says: "This is that banish'd haughty Montague that murder'd my love's cousin, with which grief it is supposed the fair creature died, and here is come to do some villainous shame to the dead bodies. I will apprehend him." What an enormous twit! Every opinion he holds and everything he does is stupid and wrong.

2 reasons: ~Romeo was banished and should not have been there

~Paris thought Romeo was going to vandalize the Tomb which (considering he was almost a Capulet) he couldn't let happen
