Why does a 2001 Jetta 'Emergency Switch' click constantly after you turn even after replacing the switch with a new one?

I have the same car, and from looking at the recalls I think I remember seeing this problem had a recall associated with it. I found all recalls associated with jettas at consumerreports.com but Im sure there are many other sites that will tell you the same info.
